Although you can make donations to Friends of Scouting anytime during the year, the FOS drive is occurs mainly from January through May. Likewise the Popcorn drive is only active in the Fall. Friends of Scouting is the annual fund raising drive directed to scouting families and volunteers. The drive identifies the cost to keep one boy in Scouting for one year and marks this as the "One Scout" level donations. Donations a this level are requested from those able to afford it. In 2008, this amount was $135 and donations of this amount are rewarded with a special council patch for that year.
Selling Popcorn is the Baltimore Council's main annual fund raiser. A portion of every sale goes to the Baltimore Council to support council wide activities such as summer camping. Another portion goes directly to the unit selling popcorn. Full details of the program are on the Popcorn page.
Recruiting and retaining Scouts is a vital part of the Scouting Program. The vast majority of Boy Scouts enter the program by bridging from a Cub Scout pack. Cub Scouts are recruited directly by units and the boys already in Cub Scouting.

Each year in June, Carroll District holds a scouter appreciation dinner in place of the June Round Table Meeting. The dinner is a chance for scouters to relax together over a good meal and give each other some awards. One of the main awards is "Scouter of the Year", which is awarded based on input from individual scouters. The form for Nominations is on the Forms Page.
